Once and for all: what are the various league's rules on ramping..?

With apologies to all, because I don't feel this should be beyond the whit of man to find out, but I have to say I've ended up fairly confused.

Am I right in saying that the current millenium rules are designed to be aligned with PSP? And that the current ramping limit is at 10.5 bps (10.6 is a fail)? And that 5bps (gap between consecutive shots) is the speed at which ramping can be preserved/started?

Did I read somewhere that some league has 12bps in some divs and 10bps in others? (My head is spinning now, and I can't find where that came from)

Finally, do all domestic leagues follow (or at least, are steered by) the Millenium approach? Ta for any guidance...

Uk domestic leagues use millennium ramping, which is first 3 shots semi, kick in of 5 trigger pulls a second, sustain trigger pull of 5 a second, bps of 10.5.
Psp pros are 10 bps, lower divisions are 12 bps.
