A crossfire reg is pretty old, in my opinion you'll be better off with a new one on a bottle, but BZ and just paintball both sell bottles without regs. I'm not sure what you mean by "as long as it passes a go / no go " were you going to get it tested somewhere?
I would suggest you try and get a job marshalling at a paintball site and learn a bit about paintballing as it appears to me you know nothing about it, have you even played?. opening a site is a big investment, and this is probably not the best time to do it with the economy going downhill fast.

i don't think there's any sites that allow anyone, rental players or own gunners to casually turn up, if they don't have players booked in to play they won't be open, they're not going to get marshals in just in case some one turns up.
This bottle is also iso 11119-2 certified but they've put a death date on it, presumably so they can keep on selling new bottles in the future instead of every one have infinite life bottles.

Yes it's UK legal and yes the death date is may 2023 no matter how many years test it may have on it, if you get it tested now it's only good for 18 months.
Paintball sites have decided getting shot in the head puts people off from playing so they try to reduce it from happening by saying head shots don't count, also by headshots not counting players are in the game zones longer using more paint therefore spending more money, simple really.
