Ok, time to clear this up........

Looks like ALL of us were a little wrong AND a little right..!!!! (including H-PAC)

Here's the e-mail I received today from Eddie Sands at Structural Composites Industries today:



Dear Russell,

There has been some discussion with the H&SE about increasing the retest period for composite cylinders in the UK for some time and so the situation in the UK has been rather confusing in the past. However these issues have now been resolved and it is now reasonably straightforward as the retest period is now 5 years.

The new European regulations (TPED) came onto the statute book in July 2003 and at that point the UK specification HSE-AL-FW2 became obsolete ie. no new cylinders could be produced to this specification for the UK market.

From July 2003, the European standard EN 12245 became the only acceptable specification for new cylinders.

All SCI Cylinders manufactured and certified to the HSE-AL-FW2 specification prior to July 2003 and retested after July 2003 have their retest period extended from 3 to 5 years at their next retest.

All SCI cylinders manufactured to EN 12245 and Pi certified to comply with the TPED start with a retest period of 5 years from date of manufcature.

I should add that any other cylinders manufactured and certified to other specifications e.g. DOT are not legal

Now, for those people who don't get this:-

3 year re-test

All bottles with the code on the label HSE-AL-FW2

5 year re-test

All bottles with the code on the label EN 12245

These codes will not all appear in the same places on different manufacturers bottles, however, they must appear somwhere on the label BY UK LAW

My aforementioned cylinder has just been given the nod that it's a five year test.

It's your call from here......

You could always leave it as it is. provided that HPAC or any other air company at any tournament will actually fill it.

Don't forget that these regulations are (were, whatever!) in place to PROTECT you AND other people around you, the consumers.

If it has the marking HSE AL FW2, for the sake of about £25, I'd get it tested......

If it has the code EN12245, then it's defo ok. :D :D

i know it sucks, the whole uncertainty thing. thing is this company tests all if not a massive proportion of the cylinders used in many different walks of life on the south coast. They actually stated that there is no point in checkin the cylinder cos it was defo still in test.

I totally respect H-Pac, but these guys are well respected in the field as well.

I'd never want to risk my or anyone elses safety in the sport i love. guess i gonna have to get a third opinion

I have an SCI 1.5L 4500 HSE-AL-FW2 bottle that had a test date on it of 12/2000. When I took it to H-PAC at S2K4 they told me it had a 5-year test and thus has another 2 years on it. There is no EN12245 code on it.

The bottle markings are:

[Blue] UNF625 HSE-AL-FW2 USA SCI ALT 816-167
[SCI] 1.2Kg 1.5L 310 bar PH 465 bar
[Logo] AA6061 [CL symbol] 12/2000 FIN 2015/11

There is no EN12245 code on HSE bottles
and there will not be one applyed when it's retested
That code only applies to the new EU/Pi standard bottles
