Another 'unwritten' rule, as there is no unfair advantage in a player being out of bounds at the start, unless of course they were so far back that they could sprint to the gate and 'touch in' at the moment the buzzer sounds in order to proceed at full velocity down the field!
There quite lenient with this rule as the back bunkers are usually very close to the back line

Id never pull a player out from the start gate who are out of bounds by less than a foot, However consistency is the key and i always brief my marshal's what is expected of them at the start of the day. If all refs sing from the same sheet then players enjoy their day more but still blame the refs for their poor performances 
If even the refs don't give a sh*t about a rule, then why have it? How is being out of bounds not an advantage?
the only advantage i can see if you can call it one, is that its less distance to swing your gun up to be on target. so i suppose some people may find it easier to line up their shots if their gun is already pointing kinda forward by starting slightly behind the bunker.
Let's just drop the rulebook and replace it with a book of suggestions for playing.
