Back in the day when H-PAC was on the scene you use to get 3000 fill and 4500 so why does games not have 4500 fills yet shops still sell 4500 bottles
4500psi fills are still available, but it depends on what event or site.

Purely rental sites may still be operating co2. It’s at high cost with transportation of cylinders etc and has specific processes when filling, but is a lower up front investment.

Own gunner sites that run walkons etc will be running compressed air systems.
A 3000psi system requires high investment even without going as far as 4500psi
It’s not just getting that 4500 fill, but compressing enough air to maintain a 4500 fill for each bottle
The fill system needs capacity, so rather than a compressor running all the time you have a compressor filling holding tanks, then feeding fill stations.
A 3000psi fill station might actually be fed from a 4500 holding tank allowing the compressor to be off
When you bring 4500psi in then you still need even more in the holding tank to cover 4500 fills and also ensure there are both 3000psi and 4500psi fill points.

An event that runs at 4500 would typically have brought in HPAC for the weekend.
Events still do this, and sites such as CPPS have 3000&4500 installed.

4500 cylinders are a different design type, and their real practicality isn’t the extra 50% of pressure but the variety of shapes and sizes
Back in the day the two standard bottles were a 48ci 3000psi aluminium and a 68ci 4500psi fibre wrap.
It was claimed that the benefit of fibre was a lighter bottle, but they had similar weights so that was wrong (the 68 was bigger)
A like for like 48ci fibre is lighter than a 48ci aluminium ..... but it was shorter and fatter and carried the same air when filled at 3000psi
The most appropriate reason for selection of different cylinders is that they fit the individual on an ergonomics basis.

Next comes air capacity - 4500psi fills give 50% more air than a 3000psi fill.
But what difference does that mean .... less times to refill. Most players top up rather than drain and refill. Efficient guns mean that you use less air.
In the normal time spent on field only the most inefficient guns and the most spread and pray players will run out.

Calling in HPAC to run 4500 for an event comes as extra expense, it’s up to the organiser to decide if the players want that extra 50% per fill to justify the extra spend

I imagine lack of demand also plays a part,if you're playing tourney do you really need 4500 fills for the sort amount of time and limited amount of paint you will shoot in a game, same goes for mag fed and milsim games you simply don't need the air capacity.

I play scenario and when I started playing over 20 years ago you got both fills now with the 3000 fill I run out of air before paint when the sites had 4500 I would run out of paint still left with at least 1000psi I understand if u play tourney or use magfed that is not a issue
