1 spot remaining for Division 4 at Empire Cup

As it says really........we have just 1 spot remaining in division 4 (5man) at the Empire Cup event next Sunday (4th August).

Is the request for a Team to play in Div 4 going out to Div 5`s Top Team or at least the top 3 for one of those to move up a Div, .... or is this going out randomly to anyone ??
I`m just thinking of the importance to some People/Teams of the UK Ranking and of how Great and the Best the CPPS is in the UK.

The team available to move up has only played one previous round and ranking points can not be carried up/down from division to division anyway
