Never a stupid question with air safety

There is not a problem filling 3000psi to a 4500psi, it's just a part fill at 2/3rds of the capability

I would not advise you to put 4500 psi into a 3K tank. Burst disk will blow, lots of noise, air whooshing around, potentially a rocket. Bad stuff.

bottles get under filled most of the time, very rare that you actually get a 4.500 psi fill anyway.
