It's a deburring tool you would need it after using a pipe cutter to make sure it's a smooth edge after the insert is cut

i will measure the barrel for my armson rile pump. i am struggling to get another one of these barrels and i want the marker to look as original as possible. so i want to be sure that this will work fine after.

Corrected that for you, at least that's my experience of using deburring tools!
