is a empire reg ok for the 3.1, as I can’t find a ninja reg in my price range. As the reg I’m using now keeps blowing my orings due too much pressure

Any reg would be okay aslong as it puts out under 800psi for the 3.1 using the SL4 inline reg.
If your reg is "blowing orings" I would strongly suggest you get that looked at. If you come to the tech tent at any event we can tell you what the output pressure of your bottles reg is.
