The guy you hit would not be able to see you coming, because you would arrive at the exact same time that he saw the lights, in theory.

Light wouldn't be projected forwards as it would have to travel faster than light to do so. Light will travel backwards from the lights to the driver (ignoring the reflectors) so you'd be able to see what was in front of you (but not what was infront of the lights, and assuming that the light is the only source of light). For any observers directly behind the car, there'd be one hell of a redshift.
