The Angel Eyes finally passed "all" European and US standards and were to go into full production shortly before Angel closed shop. It wasn't Angels fault but a conflict between the manufacturer in Italy and the designer stopped production in its tracks and the "Eyes" were no more :(
There are arouind 20 pairs of prototypes floating around but, as it has been said, they are Prototypes and do not carry the safety standard marks so they would not be allowed to be used.

anything on a field that is related to safety should be tested... custom or none custom. dye or some back alley small firm, still same standards so would still need to be tested to be used

Think theres actually some legal stuff conected to it and if not series' such as millenniums require things such as lenses to meet certain standards ect
