Well the main difference is it allows you to use a HE bolt as there is a removable front cap. The HE bolts have an extra oring which prevents use with old sft cans.

Depends what blt you have.

If you wanted to run the high efficiency for its benefits you would get the can and bolt. Unless of course you already have a HE bolt.
