Air bottle help

Hey guys,

I recently picked a tank up and it has two cuts in the outer surface of the bottle, they go through the clear coating that is over the fibre wrap and have very slightly grazed the fibrewrap.

I'll get pics up tomorrow and any help would be good

Obviously i'm no expert but i heard that H-pac will not test "any" bottle with outer surface damage of any kind......well at 4500psi would you?
