its enforced by the boys in blue as it breaks the firearms laws in the uk wich state your only allowed 1 ball per trigger pull 
yeah , puts our paintball markers into section 5 of the firearms act, the same catagory as uzis and bazookas! not just because they would be full auto, but cos of the lenth and also calibre of the barrels and also cos they are smooth bore
Let me give you the facts on fully auto. We phoned the West Yorkshire firearms dept for the full info. They didn't have a clue what we were talking about. So we phoned the Met.
They said that paintball guns were classed as air guns at one time, but to be legal they must not be capable of firing over 12 foot pounds. Paintball guns are adjustable so can fire over 12 foot pounds. Because of this paintball guns are now regarded as leisure equipment (toys) and so it makes no difference whether it's single shot or fully auto.(they are legal)
At the moment this is still not official in law and so a grey area exists. This is why we tend to shy away from full auto.

suppose it depends what end of the country you are in, up here in scotland , paintball markers still fall into section five purely because the law is interperated literally and the powers that be dont have the gumption to see how silly that is. all that being said they are leaving us be , to , and i quote lothian & borders police , to " play our silly games"
even if the law does allow full auto paintball markers, no field owner would is able to get insurance to cover the use of full auto markers, here, or in america.
that means that the only place you could use one would be on an outlaw field, or in the woods behind your house
