Put in a fresh battery.
Eggs run with 'eyes' so if the hopper is empty then they should sense this and try to feed.
Is the speed adjuster turned up as well?
Possible jam?

In normal circumstances you should be able to stick the battery, fill with paint, flick the switch on the side (on/off) and off you go. When the hopper is empty you will hear the egg feeding.
